How do I find a good baby modeling agency without having to pay?

How can I start modeling and making a portfolio?

Modeling has always been my dream and I really want to start. I’m serious about it too, and I want to try it. People think I’m attractive too, so I have that factor. I’m 14 years old, 5′8 and still growing a lot. I weigh about 106 lbs and I have a small frame. I’m just naturally thin and small.

How do I start making a portfolio? Do I have to have one to sign up with an agency?
